Pat the ribeye dry. Combine chili powder, cumin, smoked paprika, 1 teaspoon salt, and black pepper, then rub the mixture over both sides of the steak.
Heat 1 tablespoon oil in a large cast-iron skillet over high. Add peppers and onion with the remaining salt. Cook for 7 to 9 minutes, stirring only occasionally, until tender-crisp and charred at the edges. Transfer to a platter.
Add the remaining oil to the hot skillet. Cook the steak for 3 to 5 minutes per side, depending on thickness and preferred doneness. Check the center with a thermometer rather than relying only on time.
Transfer the steak to a board, squeeze over half a lime, and rest for at least 5 minutes. Slice thinly across the grain, then toss the slices in the skillet juices.
Return the vegetables to the hot skillet for the table, or arrange them with the beef on a platter. Serve with warm tortillas, avocado, salsa, sour cream, cheese, and lime wedges.
