Whisk olive oil, lemon juice, half the garlic, cumin, coriander, paprika, turmeric, cinnamon, 1 teaspoon salt and pepper. Coat chicken and refrigerate 20 minutes while the oven heats to 450°F with a rimmed sheet pan inside.
Stir vinegar, sugar and 1/4 teaspoon salt until dissolved. Add carrot sticks, toss and let stand at least 20 minutes. Drain before serving.
Stir yogurt, tahini, lemon zest, remaining garlic and remaining 1/4 teaspoon salt. Refrigerate until serving so the sauce stays cold and thick.
Carefully arrange chicken in one layer on the preheated sheet pan. Roast 18 to 22 minutes, turning once, until browned at the edges and every thigh reaches 165°F at its thickest point.
Move chicken to a clean board and rest 5 minutes. Chop across the grain into small pieces. For crisper edges, spread the pieces back on the pan and broil 1 to 2 minutes, watching continuously.
