Chuck roast becomes fork-tender in a savory gravy, then carrots and potatoes cook in a short second cycle so they stay intact.
Pat beef dry and season with salt and pepper. Select Sauté, add oil and brown the chunks in two batches for 3 to 4 minutes per side. Transfer to a plate.
Add onion and garlic for 1 minute. Pour in broth and scrape every browned bit from the base. Stir in tomato paste, Worcestershire and thyme; return beef and juices.
Lock the lid and cook on High Pressure for 50 minutes. Allow a 15-minute natural release, then carefully vent the remainder.
Open after the float valve drops. Beef should yield easily to a fork. If still firm, cook 8 minutes more with a 10-minute natural release.
Transfer beef to a platter and tent with foil. Add potatoes and carrots to the liquid. Lock the lid, cook on High Pressure for 4 minutes and quick-release immediately when the cycle ends.
Move vegetables to the platter. Select Sauté, stir cornstarch with cold water and whisk into the liquid. Simmer 1 to 2 minutes until gravy coats a spoon. Slice or pull beef and serve with vegetables and gravy.
